The establishment of the China Intelligent Connected Electric Vehicle Industry Development Research Institute is a key initiative in response to the Central Committee's "Opinions on Strengthening the Construction of Think Tanks with Chinese Characteristics." These opinions underscore the critical role of think tanks in modernizing national governance and highlight them as a vital component of China's soft power.

In the 20th National Congress of the Communist Party of China's Third Plenary Session held in 2024, the "Decision of the CPC Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization" was adopted, emphasizing the integrated reform of systems and mechanisms for education, science and technology, and talent. This has created a more favorable policy environment and broader development space for establishing various new think tanks and decision-making research institutions.

The Institute benefits from strong support by the China Development Institute (CDI), ensuring its expertise in policy research, industry analysis, and decision-making consulting. Its establishment was also made possible through the invaluable support of the International Academy of Science and Technology Innovation Center (IASTIC), co-founded by Dr. Qingquan Chen, a Chinese Academician of Engineering and an expert in electric vehicles, power drives, and smart energy, alongside numerous other international academicians and Nobel laureates.

With the support of the International Academy of Sciences Science and Technology Innovation Center, the Research Institute was officially established through a non-profit entity in Hong Kong. As a global hub for finance, trade, and technology, Hong Kong offers unique international advantages and a robust legal framework, creating an ideal environment for the institute's global expansion. Academician Chen Qingquan has been invited to serve as Director, providing strong academic leadership and enhancing the institute's international influence.
